I’m one of those people who couldn’t leave during the Harvey debacle last year. We also lost our car because we couldn’t afford to fix it when it flooded. Thankfully our upstairs apartment didn’t get destroyed, but we weren’t capable of leaving even if we’d have ended up losing everything. A lot do underestimate the danger, but you are correct in that many just don’t have hundreds of dollars to evacuate when it may not be completely necessary. We do need to focus on solutions to help those on the poverty line, both to help them get shelter if necessary AND to work towards creating laws that protect those who live paycheck to paycheck. Fixing the employment laws regarding natural disasters and making it not become a penalty to have to miss days of work to protect themselves from immediate danger could be a good start.
